(HILLSBORO, Ore.) - Yesterday at 7:45 PM, Hillsboro police responded to a report of an 11 year old boy discovered standing near Baseline Rd and Brookwood Rd in his underwear. He was wet and cold and was discovered by a woman passerby who offered assistance and called police. Upon investigation officers learned that a short time earlier the boy and his father became involved in a dispute over the boy's grades. The boy's father then ordered the boy to stand on the porch of their residence located in the 25000 block of west Baseline Rd whereby he threw a cup of water on the boy. The boy then ran from the porch when he was discovered by the passerby. The investigation also revealed that the 11 year old boy had some bruising to his back area that could be associated with prior assaults. The boy was transported to Tuality Hospital where he was treated and released. He was taken into protective custody by DHS. The investigation of this case continues. The suspect in this case, David Andrew Cecil, age 49, of Hillsboro was arrested for Criminal Mistreatment-1, Assault-4, and Reckless Endangerment. News Release from: Hillsboro Police Department.
