(PORTLAND, Ore.) - Sheriff Bernie Giusto of the Multnomah County Sheriff’s Office announced his retirement today. He has served this large Oregon county for many years that is known for its forest green uniforms. This is the Sheriff's statement: "After 34 years in the law enforcement profession, I will retire effective July 1, 2008. My last day in office will be June 30, 2008. Retired Sheriff Bob Skipper will join the Multnomah County Sheriff’s Office and be sworn in as Undersheriff effective June 2, 2008. Undersheriff Skipper will be sworn in as Sheriff and take office effective July 1, 2008. I have spoken to the Chair about the transition plan. He will work with the Board and County Attorney to set a date to elect a Sheriff to complete my term. Over the next month, I will be available to assist in the transition and complete any unfinished business that must be attended to. Prior to leaving I will communicate with you again and will release a more formal statement." The Sheriff had announced his intent to retire by the end of 2008 during a command staff meeting three months ago, but the time line appears to have moved ahead. Last October Giusto found himself in hot water after receiving a letter from the state agency that certifies law enforcement officers in Oregon. The Department of Public Safety and Training Standards informed Giusto that he has violated the established moral fitness standards for Oregon public safety officers. The three specific counts of misrepresentation were for his knowledge of a former governor's affair with an underage female, approving a handgun permit despite knowing the individual's prior criminal history, and over his alleged former relationship with the wife of a Multnomah County Crime Commission Chairman. Uh didn't quite get that right. It was a previous PDX mayor's (and Gov, Neil Goldschmidt) sexual abuse of a minor (not an "affair"-minors are considered below the age of consent, therefore what he did is now called 1st degree sexual abuse, which is a measure 11 crime) for which Giusto, later Goldschmidt's State Police chaffeur, is alleged to have knowledge of and obviously violated his oath by not reporting that knowledge. His actions amounted to a cover up of the crime. Notably, since the crime was revealed by Sen Vicki Walker, Goldschmidt has been seen nowhere on the public scene. Giusto should have quit yrs ago. He's an idiot.

Why is it that bad cops rarely go punished? Look at the sheer number of complaints against Salem PD officers. There are quite a few bad apples that never get punished.
