Slapping the Wrist of Minnesota's Drug Pushing Doctors

Forced to read a book by a physician under Senate Investigation?

How Minnnesota punishes doctors
From the StarTribune article, How doctors were disciplined in Minnesota

(MYRTLE BEACH, SC) - What is the Minnesota Board of Medical Practice doing to sanction some physicians in disciplinary action?

This falls under the category of totally unbelievable -- if not criminal. This month it came to my attention that two physicians were being disciplined by the Minnesota Board of Medical Practice. I have no doubt that other physicians in Minnesota have also been given the same "directive". What is scary is that 49 other state medical boards are in all probability taking the same action as Minnesota -- which I will be researching this week. The two physicians I am referring to in Minnesota are:

Wilfred E. Gould, M.D. #27452
Fairview Northland Medical Center
911 Northland Drive
Princeton, MN 55330
Year of Birth: 1955
Date of Action: July 13, 2013
Nature of Misconduct: Unethical conduct, improper management of medical records, and inappropriate prescribing practices.
Action Taken: Dr. Gould's license is conditioned as follows:
1. He is reprimanded.
2. He shall read the "Model Policy for the Use of Controlled Substances for the Treatment of Pain, adopted as policy by the House of Delegates of the Federation of State Medical Boards and he shall also read "Responsible Opioid Prescribing, A Clinician's Guide, Second Edition," by Scott M. Fishman, M.D.
3. He shall successfully complete the following pre-approved coursework within one year:
a. Chemical dependency awareness.
b. Medical Records Management.
4. He shall practice in a pre-approved setting.
5. He shall pay a $3,692 civil penalty.
6. This Order shall remain in effect for a minimum of two years.

Thomas A. Lohstreter, M.D. #33400
2756 270th Street
Hallock, MN 56728
Year of Birth: 1950
Date of Action: July 13, 2013
Nature of Misconduct: Unethical and unprofessional conduct, improper management of medical records, and inappropriate prescribing practices.
Action Taken: Dr. Lohstreter's license is conditioned and restricted as follows:
3. He shall successfully complete the following pre-approved coursework within one year:
a. Chronic pain management.
b. Chemical dependency awareness.
c. Professional boundaries.
4. Six months following successful completion of the pre-approved coursework, he shall undergo an audit of his prescribing practices.
5. He shall maintain patient records that reflect the patient complaint, clinical findings, treatment plan, response to treatment, and prescriptions authorized.
6. He shall not prescribe, dispense, or administer any prescription drug or drug sample for his own use or his family members' use.
7. He shall develop, and submit for Committee approval, a written protocol for the management and tracking of controlled substance prescriptions.
8. He shall develop, and submit for Committee approval, a narcotic contract, which shall be used with all chronic pain patients.
9. He shall pay a $2,040 civil penalty.
10. This Order shall remain in effect for a minimum of two years.

Requiring physicians to read Fishman's book as a condition of medical license restoration when both Fishman and his book supported by medical boards in all 50 states is under US Senate investigation is ludicrous -- the Senate is also investigating the State Federation Board of Medical Boards for their part in the opioid epidemic crippling all 50 states and Canada. Below is just one quote from Dr. Fishman regarding opioid use by patients:

"Drug addiction is essentially the compulsive use of a drug that causes dysfunction and the continued use despite that dysfunction. Both addiction and chronic pain produce dysfunction. An addicted patient takes increasing amounts of a drug but his or her function does not improve -- in fact, the drug they are addicted to only intensifies their craving and unmotivated use. A patient treated effectively for pain with the same "addictive" drug finds a stable dose that helps balance pain with improved function. A person can become pharmacologically dependent to a pain medication but addiction does not always or usually occur."

So these two physicians from Minnesota who are being required to read Fishman's book will be instructed to minimize the risk of addiction in patients because it "does not always or usually occur."

Below is the email I sent to two members of the Minnesota Board of Medical Practice -- and no surprise -- I did not receive a reply to my email:

Subject: Required reading of Scott M. Fishman's book under Senate investigation

You can't possibly be requiring physicians who are reprimanded by your Board to read Scott M. Fishman's book "Responsible Opioid Prescribing."  Shame on you.  I will be writing an article this weekend about your Board's "required reading."  I am sure the US Senate who are investigating the book and Dr. Fishman will be interested in your support of the book and Fishman.  Marianne Skolek

How about I ask you this Mr. Leach and Mr. Auld -- if Drs. Gould and Lohstreter were involved in home invasions -- would you ask Charles Manson to mentor them?

LP -- Did you see that?  4 paws up sailing down the lake -- it will be a new Olympic event and Samsonite wins "paws up".  Love you!

I was the person who turned Dr. Gould into the mediCal board / filed the complaint. My sister was his patient and died and so did my dad.

Well, good luck, and let us all know when your big fish is fried, we can have lunch but I am not holding my breath. Until you learn history, you are spinning your wheels. Mark my words. I have been doing this a long time.

I have no interest in researching Rockefeller -- and have yet to spin my wheels. I am frying bigger fish.

Marianne: Try researching how the rockefeller's began taking over the health system and the universities back in 1901. After you research, everything will make sense. Without doing the above mentioned research, you are spinning your wheels.
