(WASHINGTON D.C.) - H.E. Prime Minister, Jens Stoltenberg
The Office of the Prime Minister
Akersgaten 42, (OSLO)

Your Excellency,

Ref: THE NORWAY MASSACRES

The Rwanda People’s Party wishes to express its condolences and deepest sympathy to the Government of Norway and the relatives and friends of the victims of Oslo and Utøya massacres. The Rwanda People’s Party wishes to assure the Norwegian people and the people of Rwanda are with the them whole-heartedly. We share in the overwhelming agony and anguish with the relatives of the victims of the Oslo and the Utøya massacres. The people of Rwanda are still undergoing the same painful experience ever since one million defenseless and innocent Rwandans, were slaughtered by the late Habyarimana’s regime and the Interahamwe militias. Furthermore, the people of Rwanda are aware of the horrific consequences of those horrendous atrocities, which shall bear long-term effects on the relatives and friends of the victims. First, they will endure long-term trauma and painful scar of losing loved ones under such vicious circumstances. Second, there shall be long-term memories of knowing the place where loved ones were slaughtered but also of being unable to come to terms as to why someone could carry out such brutal and cold mass murders against innocent fellow countrymen. Third, there are the long-term memories of loved ones and the constant asking of questions that cannot be answered. The Rwanda People’s Party has unshakeable confidence in the Norwegian government that it will apprehend and bring to justice those responsible for these indescribable atrocities.

The Rwanda People’s Party believes that the former Rwanda Army and the Interahamwe militias have much in common with the perpetrators of the Norway atrocities since all of them have no respect for human lives. Today, seventeen years after the Rwandan genocide, those criminals have continued to terrorize innocent Rwandan people at home, and the Congolese people in the eastern part of the DR Congo. They have continued to receive support from some countries by way of shelter, finance, military training, and supply of armaments and equipment and continue with their atrocities in defiance of the international community. Equally, seventeen years after the end of 1994 genocide, the current Rwandan government has also continued to terrorize, persecute and suffocate the Rwandan people that it is supposed to protect. The prospect for a new civil war and genocide is currently looming in Rwanda. It is just a matter of time before the eruption of a new volcano that could cost lives of over 10 million people in the Great Lakes of Nations if is erupted. It is now very evident, that Rwanda government may choose to opt violently to solve the current political impasse rather than engaging a peaceful and permanent negotiated political settlement with members of the opposition, in order to avert this impending catastrophe of civil war and genocide. Hence, the Rwanda People’s Party and the people of Rwanda, once again, wish to appeal to the international community but in particular the governments of: Norway, Sweden, Denmark, USA, UK, France, Belgium, German, Russia, Canada, Italy, Spain and as well as African countries to join the people Rwanda in their struggle for democracy and to bring to justice those responsible for genocide and crimes against humanity.

Your Excellency, our thoughts and compassion are with the people of Norway at this very difficult and sad time.

Sincerely faithfully,

John V Karuranga, President
Rwanda People’s Party
