(SALEM, Ore.) - The Salem Police Street Crimes Unit arrested three people Monday for possessing and delivering large amounts of marijuana. They also took three minor children into protective custody after the search of two different residences related to the case. Salem Police Lt. Jim Anglemier says that around 6:30 PM Monday, detectives from his agency and Polk County arrested Sharon Marie Biggar and Michelle Lynn Marchand who had delivered one pound of marijuana with an estimated street valued of $4200. The investigation continued with a search of Biggar & Marchand's residence, located at 6880 Corvallis Rd., Independence, OR. At Biggar and Marchand's residence, Anglemier says they found another two pounds of marijuana, valued at $8400, 23 grams of Hashish and three firearms. "At the time the residence was searched, there were three small children present who reside there. The ages of the children were 3, 12 and 14 years." Anglemier says the children were taken into protective custody. Michell Marchand is a medical marijuana provider who police say was out of compliance. There are laws that allow Oregon Medical Marijuana patients to possess substantial amounts of marijuana, but there is no sale of marijuana sanctioned by Oregon law. The investigation led to a second residence located at 261 Eola Dr. NW, Salem, OR., where David James Edgar resides. David Edgar is also a medical marijuana provider. From the search of that residence, over seven pounds of dried marijuana with an estimated street valued of $28,000, along with 36 mature marijuana plants, some six feet tall according to Anglemier, and 100 immature marijuana plants were seized, with street valued estimated at $302,400. "Additional evidence to include scales, packaging materials, and drug records were seized," Anglemier added. All three adults arrested were booked into the Marion County Jail. 39-year old Sharon Marie Biggar of Independence is charged with Unlawful Delivery of Marijuana, Unlawful Possession of Marijuana, Unlawful Manufacture of Hashish, Unlawful Possession of Hashish, 3 counts of Felon in Possession of Firearm, Maintaining a place where drugs are used, 3 counts of first-degree Child Neglect and 3 counts of Endangering the Welfare of a Minor. Biggar's total bail is $155,000. 33-year old Michelle Lynn Marchand of Independence is charged with Unlawful Delivery of Marijuana, Unlawful Possession of Marijuana, Unlawful Manufacture of Hashish, Unlawful Possession of Hashish, 3 counts of Endangering the Welfare of a Minor and Maintaining a place where drugs are used. Marchand's total bail is $140,000. 27-year old David James Edgar of Salem faces charges of Unlawful Delivery of Marijuana, Unlawful Possession of Marijuana, and Unlawful Manufacture (Growing) of Marijuana. It seems simple. The program allows for a patient or caregiver to produce more than adeqate amounts for use as a medicine. Those who abuse the rules, or break the law and then yell for protection from the oregon medical marijuana program just create more bad feelings towards those who are in compliance. So to those who use the program as a license to manufacture, sell and deliver amounts beyond what the program has defined, wise up and stop being stupid!

I think these people broke the law and make law abiding medical patients look bad. With that said I still think it's wrong of them to rape a potentially otherwise happy familly out of existance. However I wasn't there, so I can't say for sure how justifiable this "raid" was. So times were rough finacially and they sold some of their medacine. Do they really need their lives ripped out from under their feet for selling a harmless non-lethal plant. I'm sure the kids would be much better off staying with their parrents even if they are selling pot. Of course I'd hope that I could trust a Police Officer to justify their actions, and make sounds judgment calls in regards to teariing appart a familly that for the most part is law abiding, and happy. While they rip up some ones garden, someone's daughter is probably being raped in an alley. Talk about awasting resources. As an imigrant from another sate. I've noticed Oregon has a lot of homeless people, violent criminals, lethal drug abuse, and an overall higher rate of crime and stupidity. I guess the government here doesn't do their job very well...

the misled seem to me to be the "law" enforcements overzealous desire to bust these non-threatining people and taking the kids. They must be proud of themselves. What law is justified in a state that allows alcohol and tobacco to be taxed and utilized as a comodity?,and people are arrested for growing and using a non-lethal, beneficial herb? Illogical! No clear thinking! Busted for pot?, "reefer madness" mindset is connected to the prohibition. The prohibition didn't work, so the gov. legalizes and controls the sales and production of the very agents tht kill us and continued to criminalize the least harmful. Brilliant!

I don't know... again the discredited and failed War on Some Drugs is just used as a tool by Gestapo CPS to scoop up as many kids into the system. When is our society going to face the fact that Prohibition, as a concept, has never worked in any manner on any topic to which it has been applied and that it never will? Education and available treatment options without criminality work. Prohibition doesn't. Or will the country just hold its breath like a petulant child until it asphyxiates? Ah well...
