Carolina Tobacco Company Reaches Settlements With State of Oregon

As part of the agreements, CTC will pay more than $350,000 to Oregon’s general fund.

(PORTLAND) - Carolina Tobacco Company, a privately-held, leading manufacturer of “price-value” cigarettes sold under the brands ROGER® and KINGSBORO®, announced Monday two settlements with the State of Oregon that reinstate the company’s authorization to distribute its ROGER® products in the state.

One settlement, part of a national agreement with 45 states and the District of Columbia, resolves a dispute over the company’s status as the manufacturer of its ROGER® brand from November 1999 to April 2003.

During this period, ROGER® brand cigarettes were produced, under CTC’s direction and control, by House of Prince Riga, a Latvian company.

In 2003, states questioned CTC’s legal standing to submit the state certifications and make the escrow payments as required as a manufacturer under the Tobacco Master Settlement Agreement.

Eventually, the dispute led to multiple lawsuits, which have been resolved with the settlement announced Monday.

Oregon will receive approximately $355,000 from the company related to this agreement.

Nationally, CTC will distribute more than $31 million.

A second settlement, specific to Oregon, resolves issues pertaining to certifications and escrow deposits for CTC’s ROGER® brand cigarettes, and their listing in the Oregon’s Department of Justice’s Directory of Compliant Tobacco Product Manufacturers and Brands (“Directory”).

The agreement specifies that CTC and the ROGER® brand products be added to the Directory; thus, permitting the sale of the products in the state.

Meanwhile, the company has agreed to maintain the required qualified escrow fund and pay $13,331 to Oregon’s general fund.

“Our desire has always been to resolve these matters in a way that recognizes our status as a manufacturer and solidifies our status as a leading supplier of high-quality, low-price products in the State of Oregon.

The agreement we’ve reached accomplishes these goals and also provides significant financial benefits to the state,” said David Redmond, president of CTC.

Redmond continued, “Our fully owned, state-of-the-art facility in Johannesburg, South Africa, will continue to supply our customers in Oregon and across the nation.

Renovated last year to double its production capacity, the operation provides us with the flexibility to continue expanding our market share and reach.”

Carolina Tobacco Company is headquartered in Portland.

Established in 1999 and led by President and CEO David Redmond, CTC is a privately held, independent manufacturer of “Class A,” “price-value” cigarettes.

Its niche is premium brand, adult smokers in the discount tobacco market.

The company has grown to become the second largest price-value manufacturer and importer in the United States.

CTC is committed to corporate responsibility as a core value and promotes the sale of its products to adult smokers only.

the U.S. tobacco industry is now inside the Asian market, targeting sixteen year olds and up due to their "earning capability" and likelihood they have money to buy Marlboro's or Salem's, twice the price of the local tobacco monopolies brands, all of them have graphic warnings., the liquor industry has "on station" lobbyists inside the Thai Board of Investment,(a government entity) and the governmeent here and in the U.S. make billions of dollars using marketing techniques that are illegal in other more "civilzed" countries. Jack Daniels is popular here. It's all legal.

yes, Thailand buys and sells through loopholes decided by the former dictators, Pakistan, North Korea, Afghanistan (see "dispatches from Afghanistan, Tim King, Salem-News.com) and China do it in the open. The remnant of the Soviet Union have never been forthright over "missing" or "unaccounted for" weapons grade nuclear metals, Uranium, Plutonium and enriched versions of both and more clever science, and loads of biological and less than pure radioactive weaponry are for sale on the open international weapons market. No need to go underground, they even help you finance it! I think, though not scientifically determined, it's worldwide, and the Swiss's neutrality is over the fact they help finance every conflict in the planet! Not their fault people want to kill each other I guess, why not make a little profit? They can't even blame the devil on this one!

Osotan and SLM are so closely connected that there's hardly any room for other alias's. The Hitch-Hikers Guide to the Galaxy by the late Douglas Adams mentions a guy with two heads named "Beeblebrox", one of the more singular two headed individuals of the present time, though unlike me, he's egocentric and poor White House material, and I'm too much like Robin Hood. How can I say more?

why not sell them in North Korea?.,call them "Great Leader's Choice".,no discount for bulk purchases due to the high quality of this premium cut!

are we supposed to be greatful? How much for a lung transplant?.,how much does the C.E.O of C.T.C get paid a year?,a month?.,a week?.,is it a fixed amount or on commission depending on guatity sold?,and why the hell are they selling Latvian cigarettes in Oregon? The next hook on the line is when they tout "Patriot Brand American Grown Tobacco" to counter their own outsourcing legislation! this isn't just counter productive it's as close to the pigs of capatalism as the selling of Tomcat surplus fighter parts to Iran!

am I missing something? Don't they still bust people for smoking marijuana in Oregon?., and those same powers that be now accept bribes to make this new brand of cigarettes., another lethal product, legal under the guise of a "court settlemant?"..,this product.,and alcohol.,and firearms.,KILL people! I say B.S.! there are people in jail who have done less than these who orchestrated this measure. So much for common sense. Would anyone be interested in buying some premium brand, niche market hand grenades?
