(SALEM, Ore.) - At its monthly meeting Friday, the commissioners of the Oregon Liquor Control Commission voted to cancel the liquor licenses of Outlaws Bar and Grill in Portland and Brook Nook Deli in Brooks, Oregon. The OLCC says the cancellation of Outlaws Bar and Grill, 722 E. Burnside, came as the result of a history of persistent problems involving eleven serious incidents from September 18th 2006 through August 31st 2007. They say the incidents include discharge of a firearm, fighting among patrons and staff, use of glasses and bottles as weapons, and noise disturbances. Brook Nook Deli, 5045 Brooklake Road, was cited for two violations including failure to maintain liquor liability insurance ORS 471.315 (1)(c) as well as alcohol sales to a minor as part of a minor sales check performed by OLCC October 2nd OAR 845-006-0335 (1)(a)(b)(c). Under a stipulated settlement agreement with the OLCC, the licensee of Cedars Restaurant and Lounge (FCOM) in Detroit, Oregon must pay a civil penalty of $3,465 by February 25th or serve a 21-day suspension. The licensee is charged with violating ORS 471.405(1) by allowing the sale of alcohol across the street at an unlicensed location. Applebee's Neighborhood Grill & Bar (FCOM), 3197-C North Highway 97 in Bend, entered a stipulated settlement agreement with OLCC to pay a $4,950 civil penalty by February 25th or serve a 30-day suspension. The licensee is charged with permitting four employees to sell, mix or serve alcoholic beverages or supervise those who do without a valid service permit violating ORS 471.360 (1)(b). Two of the four employees had worked for over six months without a valid service permit. Dan & Louis Oyster Bar (FCOM), 208 SW Ankeny, in Portland will pay a $3,960 civil penalty or serve a 24-day suspension for violating ORS 471.360 (1)(b) by allowing six employees to sell, mix or serve alcoholic beverages or supervise those who do without a valid service permit. One of the employees did not have a valid service permit for over six months. The licensee was one of the six employees without a permit and also did not have a valid service permit for more than six months. The five citizen commissioners are the policy-making body of the OLCC. They meet monthly for one or two days to make decisions on liquor licenses, rules, contested case hearings and appointments of liquor store agents. Commission meetings are held every other month at OLCC's main office, 9079 SE McLoughlin Blvd., Room 103A in Portland. Subsequent months, the meetings will be held via phone.
